Business Case Development Assurance and Strategic Advice

Parramatta Light Rail (Stage 1) was one of the NSW Government’s major infrastructure projects to serve a growing Sydney. Stage 1 connected Westmead to Parramatta and Carlingford via Camellia with a two-way track spanning 12 kilometres. The first stage of the Parramatta Light Rail project opened in 2023. 

Light rail creates new communities, connect great places and help both locals and visitors move around and explore what the region has to offer. The route links Parramatta’s CBD to the Westmead Health precinct, Parramatta North Urban Transformation Program, the new Western Sydney Stadium, the Camellia Precinct, the relocated Powerhouse Museum, the private and social housing redevelopment at Telopea, Rosehill Racecourse and three Western Sydney University campuses 

Our people’s involvement

  • Developed Gate 2 Final Business Case for an investment decision by Government

  • Provided governance, INSW Gateway Review assurance and strategic support services to the Program Director for the project

  • Co-ordinated and managed inputs from a multi-disciplinary project team – including commercial, economic, cost advisors and traffic modelling

  • Developed route option analysis documents for approval by Government

  • Planned and structured the business case development program

  • Facilitated stakeholder consultation and input into the Final Business Case

Key achievements and value-add

  • Challenging project timeframes: the Final Business Case document was completed in a short timeframe

  • High quality product: the Final Business Case was a comprehensive, high-quality document for submission direct to Government

  • Highly consultative approach: facilitated internal and external stakeholder consultation to gather support by internal and external stakeholders

  • Part of the project team: embedded within the project team to ensure a high-quality product was delivered and provided strategic advice along the way

  • Successful INSW Project Assurance process: facilitated a successful INSW Gate 2 Assurance Process
