European Train Control System Level 2 (ETCS L2) is an in-cab signalling system that provides train on train collision and over-speed derailment protection.

The ETCS L2 program represents a key initiative for Queensland Rail to manage increasing safety risks, provide additional capacity to the network (by improving reliability and allowing trains to travel closer together, faster and at a higher frequency) and deliver operational efficiencies.

Our people’s involvement

  • Leadership and management of the development of a business case under the Queensland Government’s Value-for-Money and Project Assurance Frameworks including the coordination and management of inputs from a complex multi-disciplinary project team

  • Commercial input to value engineering, scope management and implementation planning, resulting in over $500 million in cost savings

  • Input into development of the program delivery strategy with a key focus on interface risk management and on-going contestability outcomes

  • Risk advisor throughout the business case process.

Key achievements and value-add

  • Assist in successful completion of the business case within extremely tight timeframes

  • Key input into scope and organisational efficiency analysis reducing the net cost of the program by over $1 billion

  • Input into identification and assessment of several alternative funding and financing opportunities to improve project affordability.
